Procurement Opportunities

The Maryland Department of Labor’s (LABOR) Unemployment Insurance Division (“UI”) in conjunction with its Division of Workforce Development and Adult Learning (“DWDAL”) is issuing this Request for Proposals (RFP) in order to procure motivational keynote speaking and workshop training services. The goal is to have the keynote speaker provide motivational activities and facilitate training by conveying cutting-edge ideas, inspiring enlightening discussions, and leading team-building exercises.

The University of Maryland, College Park, (herein referred to as the “University”) is requesting Technical Proposals from Engineering Firms to provide Architectural / Engineering Design Services to the University of Maryland College Park (UMCP).  The contract will also allow orders to be placed by all institutions of the University System of Maryland.

The Howard County Housing Commission (the “Commission”) seeks proposals from:
1.1. Qualified and experienced syndicators of Low-Income Housing Tax Credit (“LIHTC”) equity; and
1.2. Qualified and experienced lenders for construction and permanent debt.

Proposers must submit for both of the above items. Proposers that only provide one of the items above are encouraged to submit as a team with other vendors that can provide the required debt and/or equity for the Project. It is the intention of the Commission to have one coordinated team, whether inclusive of one firm or multiple, that can provide the required equity and debt financing for the project.

As further described in this Request for Proposals (“RFP”), the selected firm(s) (the “Contractor”) will be tasked with financing a new construction affordable housing project that utilizes a “twinning” LIHTC structure (i.e., 4% and 9% LIHTC projects in the same building) in Columbia, Maryland (the “Project” or “Artist Flats”). See Exhibit A for a description of the Project.

The Project will be the first of five affordable or mixed income housing developments that the Commission is slated to develop in the fast-urbanizing Downtown Columbia district of Howard County over the next decade. Three of the additional four buildings will be mixed-use with residential apartments built above a new library, a new fire station, and a new transit center, respectively. The fourth remaining building will consist of residential apartments only.

Baltimore County is seeking a qualified firm to create and implement, with marketing support and web site design, a rebranding of "Enjoy Baltimore County".  Efforts will include, but are not limited to, a new look and feel, logos, brand guidelines, a new website, new photo and digital assets and marketing/media support.

DHCD is issuing this Solicitation to obtain Real Estate Sales Services for the purpose of securing, rehabilitating, repairing, marketing, selling and/or auctioning REO properties owned by DHCD. 

The Agency is issuing this solicitation for the purposes of seeking a qualified firm (Contractor) to provide an online locate-and-research tool.  The online locate and research tool will facilitate the Agency’s efforts to determine whether participants of the Maryland State Retirement and Pension System are alive or deceased and to research the current and previous mailing address(es) for the participants. The online locate-and-research tool will allow Agency staff to enter the social security number of participants on a one-by-one basis and provide individual reports for each participant based upon the information contained in the Contractor’s database(s) or otherwise available to the Contractor.

This Request for Proposal (RFP) is soliciting proposals from a qualified Law Firm to serve as Prince George’s County Public Schools (PGCPS) Public-Private Partnership (“P3”) legal counsel (“Counsel”). Legal advisor will provide assistance in legal reviews regarding related P3 legal matters, advising PGCPS regarding project definition, planning, procurement and structuring elements and all legal matters and tasks necessary for the formulation and execution of P3 projects or other alternative school construction financing transactions (“Legal Services”). 

PGCPS will be utilizing a P3 as the alternative delivery method for multiple new or replacement school construction projects such as high school buildings and playing fields, middle school buildings and playing fields and elementary school buildings and grounds. 

Automated traffic enforcement including providing, installing and maintaining automated camera equipment, computers and software; printing warnings, citations etc; performing collection services etc

The Maryland Medical Cannabis Commission (MMCC) is issuing this Request for Proposals (RFP) to award a Contract to an entity to conduct two rounds of electronic surveys in the fall of 2022 and 2023 with patients registered and certified with the Maryland Medical Cannabis Commission, clean and analyze the survey results, produce data tables of the analyzed data, and report findings in a summary report, fact sheets, and/or infographics. The selected Contractor shall recruit patients to produce a minimum of 7,500 completed patient surveys for each survey cycle.

This Request for Proposals (“RFP” or “solicitation”) is soliciting Proposals from qualified Entities for the Baltimore Public Schools (City Schools) Human Capital Office which is responsible for administering the various benefits programs for City Schools’ employees and their dependents. The Materials Management Office is issuing this Request for Proposals (RFP) for a qualified Vendor to provide administration of City Schools’ Flexible Spending Account (FSA) Program and/or its Consolidated Omnibus Budget Reconciliation Act (COBRA) Program to include those services necessary to help the City Schools achieve its goals as outlined in this document.

The Board of Education of Harford County Public Schools (HCPS) is issuing this Request for Qualifications (RFQu) for the purpose of soliciting proposals from interested attorneys and/or law firms. It is HCPS’ intent to pre-qualify attorneys and/or law firms that can provide the qualifications regarding any of the requirements listed within this RFQu. The number of partnerships created will be dependent on the number of qualified proposals received.
