This Request for Proposals (RFP) is soliciting proposals from community-based organizations and service providers to serve as Lead Agencies for the implementation of Community Schools. Baltimore City Public Schools (City Schools) intends to make multiple contract awards as a result of this RFP. One (1) Lead Agency may be awarded to each Community school. Lead Agencies may be awarded multiple Community schools.
A. The general scope of work shall consist of addressing the Community School Grant Requirements, which include:
1. Implementing the Community School Strategy at eligible schools, to include the hiring and employment of one, full-time Community School Coordinator (CSC) per school (Job description aligned with City Schools Site Specialist essential functions), and providing supervision for the CSC
2. Completing a needs assessment and resource mapping;
3. Completing an action plan;
4. Participate in district training and evaluation activities; and
5. Data collection and reporting.

MD250 is seeking written bids for the design of a new website that will educate, inspire, and interact with Maryland citizens as a part of a nationwide commemoration of the 250th anniversary of the American Revolution. The website will serve as a critical anchor to MD250's mission -to contribute to an inclusive American narrative by telling the story of Maryland's critical role in bringing the promise of democracy to all. The purpose of the website will be to serve as the central source of information for the public about events, programming, announcements, and will feature storytelling videos to be produced in the period leading up to the 2026 commemoration. It is expected that the website will remain active after the 2026 anniversary. 
The website target "go live" date is not later than November 30, 2022, in advance of a major kick-off event in December 2022.

The Howard County Housing Commission (the “Commission”) seeks proposals from:
1.1. Qualified and experienced syndicators of Low-Income Housing Tax Credit (“LIHTC”) equity; and
1.2. Qualified and experienced lenders for construction and permanent debt.

Proposers must submit for both of the above items. Proposers that only provide one of the items above are encouraged to submit as a team with other vendors that can provide the required debt and/or equity for the Project. It is the intention of the Commission to have one coordinated team, whether inclusive of one firm or multiple, that can provide the required equity and debt financing for the project.

As further described in this Request for Proposals (“RFP”), the selected firm(s) (the “Contractor”) will be tasked with financing a new construction affordable housing project that utilizes a “twinning” LIHTC structure (i.e., 4% and 9% LIHTC projects in the same building) in Columbia, Maryland (the “Project” or “Artist Flats”). See Exhibit A for a description of the Project.

The Project will be the first of five affordable or mixed income housing developments that the Commission is slated to develop in the fast-urbanizing Downtown Columbia district of Howard County over the next decade. Three of the additional four buildings will be mixed-use with residential apartments built above a new library, a new fire station, and a new transit center, respectively. The fourth remaining building will consist of residential apartments only.
