Incarcerated Individual Litigation Civil Rights Assistance

The Department is issuing this solicitation to adhere to the federal Constitution and the consent decree in Carter v. Kamka, Civil Action No. AMD-72-642, requiring the State of Maryland to provide incarcerated individuals with access to the courts in cases concerning conditions of confinement, sentence calculations, and litigation of basic constitutional rights under 42 U.S.C. § 1983. To that end, the Department is requesting proposals to provide legal assistance to incarcerated individuals in the Department’s custody.
