Consolidated Plan PY2025-2029, Action Plan PY25 and Analysis of Impediments to Fair Housing

The City of Hagerstown (“City”) is issuing this Request for Proposal (“RFP”) from qualified multi- disciplinary consultants to develop a five-year Consolidated Plan (Con Plan) for the City of Hagerstown which will encompass Community Development Block Grant (CDBG) and HOME Investment Partnerships Program Years (PY) 2025-2029.
