The state Board of Public Works on Wednesday voted to hold back millions of dollars in school construction money for Baltimore County and Baltimore City — unless officials in those jurisdictions come up with plans to install portable air conditioning in classrooms by the start of the next school year in the fall.
Baltimore County will not receive $10 million of the money it had expected, while Baltimore City will not receive $5 million of its money.
The move from the Board of Public Works represents the latest escalation in an ongoing battle over the best way to cool hot classrooms in the city and the county, which are the only two jurisdictions with a significant number of schools that lack air conditioning.
Gov. Larry Hogan proposed “fencing off” the money and was supported by Comptroller Peter Franchot.
