A DC resident and app developer has filed a civil suit in DC Superior Court, and he is looking for a judge to halt the current process. He claims the way the Council, the Mayor and the Office of the Chief Financial Officer went about awarding the contract violates DC and federal law.
The DC government awarded the $215 million contract to Interlot, the company that operates DC Lottery through a partnership with an allegedly local company.
The complainant, Dylan Carragher, claims that he is being disadvantaged as a citizen who could be getting inferior services for an inflated price, and as a local businessman whose app could have competed in the digital gambling marketplace.
