The General Services Administration told a Senate committee Monday that a new FBI headquarters should be built on the site of the agency’s J. Edgar Hoover Building in downtown D.C. rather than shifting it to a new site elsewhere in Greater Washington.
The GSA made the recommendation in a delayed report to the Senate’s Committee on Environment and Public Works, striking a blow to finalists in Maryland and Virginia and dashing efforts to redevelop the prime Pennsylvania Avenue NW block. The Washington Business Journal reported exclusively Jan. 29 that keeping the FBI headquarters in place was the agency’s preferred option.

A new 2.6 million-square-foot building would cost about $3.3 billion, according to a copy of the GSA’s report obtained by the Washington Business Journal. That includes $1.93 billion for design and construction, $923 million for tenant fit-out, and $479 million for swing space to house workers being temporarily relocated. If the GSA awards the project in 2019, it expects the new building to deliver in 2025.
