Replacing Baltimore’s outdated and error-prone water-billing system is likely to cost 70 percent more than officials first expected.

City officials say the $6 million amendment to the contract is needed for additional “IT support to supplement and assist the city staff during the implementation and during the go-live stabilization period.”
